Canada Launches New Rural and Francophone Immigration Pilots

Immigration, Refugees and Citizenship Canada

On January 30, 2025, the Government of Canada announced two new immigration pilots: the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). These programs aim to attract skilled immigrants to rural and Francophone minority communities outside Quebec, addressing labor shortages and supporting economic growth.

The RCIP is designed to help rural communities fill critical job vacancies and retain skilled workers, while the FCIP seeks to increase the number of French-speaking immigrants settling in Francophone minority communities, ensuring economic vitality and demographic balance.

Each participating community will be represented by a local economic development organization working alongside Immigration, Refugees and Citizenship Canada (IRCC). These organizations will identify labor market needs, designate trusted employers, and recommend suitable candidates for permanent residency. IRCC has already started training these organizations, and each community will soon provide details on application processes for employers and potential applicants.

Participating Communities Include:

  • RCIP: Sudbury, Timmins, Sault Ste. Marie, Thunder Bay, Brandon, West Kootenay, and more.
  • FCIP: Acadian Peninsula, Sudbury, Timmins, Superior East Region, Kelowna, and others.

Educational Opportunities:

International students can benefit from our institutions in these regions, such as:

  • Laurentian University (Sudbury)
  • Sault College (Sault Ste. Marie)
  • Selkirk College (West Kootenay)
  • Cambrian College (Sudbury)

These pilots reinforce Canada’s commitment to economic growth and cultural diversity in rural and Francophone communities.
